Key points

  • Betting markets increasingly point to Democrats taking the House on 3 November and a growing risk of also winning the Senate.
  • Credit Agricole expects a Democratic Congress under President Trump to bring legislative gridlock, fiscal-policy uncertainty, potential shutdowns and closer scrutiny of foreign policy.
  • The bank expects gridlock to add to dollar headwinds in 2027, alongside slowing U.S. growth and anticipated Fed rate cuts.

Credit Agricole expects a Democratic-controlled Congress to weigh on the U.S. dollar into 2027, as betting markets increasingly price a Democratic sweep of the 3 November midterms, including a strong likelihood of taking the House and a growing risk of winning the Senate, the bank said in a research note.

Credit Agricole's framework links the electoral outcome to fiscal policy rather than to a single election-day trade. A Democratic Congress under President Trump, the bank said, would likely produce greater legislative gridlock, more uncertainty over fiscal policy, potential government shutdowns and increased scrutiny of the administration's foreign policy. That combination, in its view, matters less for what legislation passes than for how much fiscal support the economy can expect and how unpredictable it becomes.

History offers only partial guidance. The bank noted that the dollar's reaction has depended heavily on the wider economic backdrop: it has tended to weaken under a Democratic Congress paired with a Republican president, but has sometimes rallied when a Democratic House sits alongside a Republican Senate and the economy is recovering. Economic momentum, monetary policy and geopolitical developments have each played important roles in previous midterm episodes, which limits how much the historical pattern alone can tell traders.

The forecast itself rests on more than election arithmetic. Credit Agricole expects the dollar to weaken toward the bottom of an adapted "USD smile" curve in 2027, driven by a narrowing interest-rate advantage and portfolio diversification away from U.S. assets. It also cited slowing U.S. growth and anticipated Fed rate cuts, with additional pressure possible from diversification flows and de-dollarisation. The bank said a slowdown in AI investment could reduce the appeal of U.S. assets as well, tying the currency outlook to capital inflows that are correlated with global risk sentiment.
